Job Description

The purpose of the Site Security Operations function is to protect the public through the prevention of radiological sabotage and theft, diversion or proliferation of special nuclear materials as well as ensuring the protection of Company staff, contractors, sub-contractors and visitors, sensitive information and assets through the development and implementation of the Physical Protection Plan(s). 

Activity: Primary Responsibilities 
Responsibility: 
• Implement and maintain PPP (Physical Protection Plan) as required by FANR for various construction and operational phases of BNPP Operating License Applications (OLA). 
• Maintain an Integrated Security Program that meets FANR and IAEA requirements and support efficient plant operations. 
• Serve as the primary technical lead with FANR staff in the functional area of Site Security Operations and direct the Site Security Operations section staff. 
• Lead the staff in day to day Site Security Operations on 24/7 basis, prepare duty roster, manager vacations and ensure backups are provided. 
• Provide proper surveillance and observation to detect abnormal actions by persons and/or vehicles within the boundary and where IIS is stored. 
• Ensure communication and security equipment are 100% functional at all times. 
• Direct security inspectors to attend security incidents, investigate and generate incident reports as defined in the procedure. 
• Maintains strict confidentiality and security of all Site Security Operations information and documentation. 
Activity: Program Development 
Responsibility: 
• Direct site based security guard force to support access control, patrols and other requirements described in the Physical Protection Plan and procedures. 
• Provide mentoring to section’s staff and contracted guard force in the areas of security operations at BNPP. 
• Responsible of implementing Site Security Equipment Performance, Testing and Maintenance Programs. 
• Responsible for effective and efficient operations of Site Security Alarm Stations and Command, Communication Center. 
Activity: Administration 
Responsibility: 
• Prepare reports and submit to Head of Site Security Operations after necessary corrective actions and ensure effectiveness through follow-ups. 
• Conduct self-assessments, risk assessments and assist to generate reports, as appropriate. 
• Manage condition reports and corrective actions for own section. 
• Assist the Head of Site Security Operations in managing the administrative, logistic and budgetary issues related to Site Security Operations. 
• Oversight of Site Security Senior Inspectors and Inspectors and act as Head of Section during the absence of Head of Site Security Operations as delegated. 
Activity: Planning & Coordinating activity 
Responsibility: 
• Working with the Heads and Supervisors to plan and prepare for departmental meetings, this includes agenda planning, recording and following up on agreed actions. 
• Liaising with the Managers and Heads of Sections to ensure that that the needs of the department are understood and met. 
• Sharing information and knowledge and enabling cooperative working relationships across Security teams. 
• Evaluating the effectiveness of the support provided by the Head of Site Security Operations and Supervisors and updating processes and procedures accordingly. 
• Planning and coordinating the implementation of section’s initiatives/decisions within the Security Division.

Skills

Technical Competency 
• Basic IT skills with a working knowledge of the range of MS Office packages and knowledge of electronic security systems. 
• Knowledge of Security Equipment’s, Systems and Applications 
• Fluency in English
