We are recruiting on behalf of a leading International company who are putting a team together at FEED Stage for a major upstream Oil & Gas Development in UAE

Project Description: Urgently Hiring experienced Personnel's to join the Engineering team in Dubai , EPC FEED projects in Oil&Gas
Location: Middle East

Duration of the Contract: Minimum 1 year (Extendable) 
Benefits/ Contract Terms: Employment contract in Dubai. A monthly allowance of 8.5% , payable each 3 months , is given if you don’t use your leaves.
Flight tickets are covered for a total amount of 500$ both ways.
Work permit and medical insurance provided.
Jobs Responsibilities
  • Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.
  • Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
  • Coordinate and supervise the Process safety engineering aspects of the Assiut Hydrocracking Complex Project to ensure the technical objectives are met within the approved scope, budget, and schedule.
  • Supervise, oversee and coordinate regular and timely technical reviews of Process safety related Engineering deliverables developed by the EPC Contractor and technology Licensors, ensuring design optimization in compliance with relevant codes, standards, and best practices and in close conjunction with Owner’s functional departments.
  • Co-ordinate and interface with other Technical Departments, Business Units, Operations, and Maintenance functions to resolve technical issues and ensure quality Engineering execution and integrity.
  • Provide technical expertise on all subject matter pertaining to Process safety Engineering during all phases of Project e.g. Engineering, Fabrication, Installation, Pre-commissioning and Commissioning.
  • Responsible for developing and establishing systems, procedures and standards for effective implementation of the Project in line with International Codes and Standards, Owner specifications, local regulations and Owner’s HSE policies, philosophies and requirements for Process safety Engineering.
Principal Accountabilities
  • Knowledge of Safety workshops such as HAZID, HAZOP, SIMOPS, etc.
  • Hand-on experience in Safety Studies such as FERA, QRA, COMAH, EERA, ESSA, Safety Critical Elements – identification, performance standards and Bow-Ties, etc.
  • Exposure in HSE Design aspects in Petrochemicals / Oil & Gas FEED / Detailed Engineering projects

  • Reporting to the PMC Process Manager and works under his direction. during the EPC Engineering and Procurement phases.
  • Reports to Construction Manager and works under his direction during Construction, Pre-commissioning, Commissioning and Start-up phases.
  • Ensure quality and accuracy of EPC Contractor’s Process safety Engineering activities.
  • Review and approve EPC Contractor’s work and ensure compliance with Contract obligations, Project specifications, relevant codes and standards, design philosophy, and Industry best practices.
  • Provide PMC Process safety performance data and reports to PMC Management and the Owner.
  • Provide technical guidance to develop new specifications and update existing specifications.
  • Perform calculations for design validation and optimization.
  • Review technical bid submissions and perform technical bid analysis.
  • Participate in Layout, P&lD, PHASER, HAZID, HAZOP, SIL, Layout Safety Reviews, PSSR, constructability reviews, 3D Model reviews, safety audits, QRA workshops, etc.
  • Provide Process safety Engineering expertise in the development and analysis of various design options and business models.
  • Provide technical assistance and coordination with other discipline engineers.
  • Participate in analysis during EPC Contractor and Vendor pre-qualification, bid evaluation, and performance evaluation.
  • Ensure quality and accuracy of EPC Contractor’s Process safety Engineering activities and review deliverables including philosophies, data sheets, specifications, layouts, close out reports, detailed drawings, etc. pertaining to risk studies, process safety systems, firefighting equipment, muster station, TGR’s, TSRs, Safety Signage, hazardous areas classifications, etc.
  • Review any Project specific Risk Management Systems and criteria pertaining to Process safety.
  • Review of HSEIAs for Process safety Engineering inputs, including reviewing hazards and effects registers, bow tie diagrams, HSECES register, HSCES performance standards and procedures, etc.
  • Review Emergency Response procedures and plans for Process safety inputs including alignment with Owner specifications and standards etc.
